LOCAL IMPLEMENTATION TEAM (LIT)


What is the LIT?
 
In September 1999, the Government published the National Service Framework (NSF) for Mental Health. The Framework was developed in consultation with those who use and those who provide services and spells out national standards which detail what adult mental health services should aim to achieve, how they should be developed and delivered and how performance should be measured. It is expected that full implementation would take up to 10 years to achieve.
 
In every local area across the country, teams were set up to manage the implementation and changes. Portsmouth City has a Local Implementation Team which operates as follows:
 
CORE LIT (or LIT part 2)

  • Has a representative membership of service users, carers and mental health workers from both the voluntary and statutory sectors (e.g. Mind/Social Services/NHS)
  • Is responsible for ensuring local services are delivered, co-ordinated and developed in line with the NSF Standards. This includes making key decisions, informed by the work of the Sub Groups, LIT open meetings (or LIT part 1) and national legislation. The Group is also responsible for ensuring that regular returns and performance information is provided to the Government on our progress towards meetings the Standards
  • The Group meets once a quarter

OPEN LIT (or LIT part 1)

  • Is open to anyone with an interest in local mental health services
  • Is an important forum for gathering service user, carer and workers views on services, developments and local and national issues affecting mental health services. Involves discussions, presentations and debates.
  • The Group meets once a quarter

LIT SUB GROUPS

  • Are mixed membership groups which focus on priority areas or on pieces of work that support the LIT e.g. there is a Mental Health Promotion Sub Group
  • Groups report on their work to either the Open or Core LIT or to both
  • Groups may be time limited and the frequency of meetings is determined by the Group
